dunno...but my answer would be (in the less than sober mind that I am)......
the person has been sentenced to death by lethal injection..not death by hepatitis or TB or owt else (mind not thinking and cant come up with owt else)...so they are covering their arses so that the dead person's family dont start a legal case stating that the person died of hepatitis.....not very likely to happen to the deceased but in the good ol' USA, any court case is worth a go.

Its so that when the voyeuristic yanks watch it on 'The Lethal Injection Channel' or sommet it looks that bit more dramatic having a 'doctor' type person doing the bizz.............
Bit of a bad way to go innit over there in the states, along with gassing and the elec chair :| . I bet they prey for a hearing in the UK, where they would get a nice cushy cell, TV and a pool room, do a bit of gardening and woodwork for 6months then get let off back into society doing community service and tagged.
