This must be 20 years old. The guy at the start of the clip is Beat Takeshi, or Takeshi Kitano. He's a total genius and that sketch has him written all over it. Director of Brother, Sonatine, Hanabi, Kikujiro, Zatoichi, Violent Cop, Dolls to name a few. I'd recommend the first 4 on there if you like gangster movies
