Awful in every sense.
The samples aren't in time (vocals) and the elements are thrown together in a random way so it sounds like a megamix.
Has not one single element of chicago in there at all, so no idea where that notion came from, it's breakbeat, wailing vocals and piano loops - more like a slowed down old style rave/hardcore track that doesn't work.
