Not sure if he was universally known as The Genie but he was by the Ellesmere Port Quadrant Park possie of 1990/91. Have a look at this link, he is the giant (6 foot seven inches) asian looking guy, with his top off and a ponytail.
He was always in the Quad and went for it big time!
